Studied outside Nigeria and planning to serve under NYSC? The process can feel a little different from what locally trained graduates go through.
While the NYSC online registration process is generally the same, foreign-trained graduates have additional requirements because their academic qualifications and supporting documents must be verified before they can be fully mobilized.

In this guide, you’ll find the NYSC requirements for foreign graduates, the documents you need, how physical verification works, common problems you may encounter, and practical tips to help you avoid unnecessary delays.
Important: This guide focuses specifically on the requirements and verification process for foreign-trained graduates. For the complete step-by-step online registration process, see our separate NYSC registration guide.
Who Is Considered a Foreign Graduate by NYSC?
A foreign graduate is a Nigerian citizen who obtained their first degree or diploma from an institution outside Nigeria.
Unlike graduates trained in Nigerian institutions, foreign-trained graduates do not go through the same Senate List process used for locally trained graduates.
Instead, their academic credentials and other documents must undergo additional verification before they can proceed with NYSC mobilization.
This is why foreign graduates need to pay particular attention to their documentation.
Is NYSC Compulsory for Foreign-Trained Graduates?
Yes.
Being educated outside Nigeria does not automatically exempt a Nigerian graduate from the National Youth Service Corps.
Eligible Nigerian graduates who obtained their qualifications abroad are required to participate in NYSC, just like eligible locally trained graduates.
However, age at graduation is important when determining exemption.
When Can a Foreign Graduate Be Exempted From NYSC?
A graduate is exempted from NYSC if they completed their first degree or diploma after attaining the age of 30.
This rule applies regardless of whether the graduate studied in Nigeria or outside the country.
Therefore:
Graduated after turning 30 → eligible for exemption.
Graduated under 30 → expected to serve if otherwise eligible.
Being a foreign-trained graduate does not give someone the option to simply choose between serving and obtaining an exemption.
If you qualify for exemption, you can also check our guide on how to process an NYSC exemption certificate.
NYSC Documents Required for Foreign Graduates
Before starting your NYSC registration and verification, make sure you have the required documents available.
The major documents include:
O’Level certificate
Degree certificate or equivalent
Academic transcript
International passport
Residence permit or relevant visa
Evaluation letter
Let’s look at each one.
1. O’Level Certificate
You are required to present your original O’Level certificate or an accepted equivalent.
Examples include:
WAEC
NECO
NABTEB
GCE
The result should contain at least five credits, including:
English Language
Mathematics
These credits should be obtained in not more than two sittings.
2. Degree Certificate
Your original degree certificate or equivalent is also required.
Examples include:
BSc
BTech
Other equivalent first-degree qualifications
The certificate should clearly contain relevant details such as your:
Name
Course of study
Grade or class
Date of graduation
Make sure the information on your degree certificate corresponds with the other documents you will present.
3. Academic Transcript
You should have your original academic transcript showing the courses you completed and the grades you obtained throughout your programme.
The transcript must be properly signed and stamped by the issuing institution.
Since this document is used to support the verification of your academic history, discrepancies between your transcript and other credentials can create problems during the verification process.
4. International Passport
You will need the data page of your international passport, showing your personal information and photograph.
The passport is used as part of the identity verification process during the Federal Ministry of Education and NYSC procedures.
What if your passport has expired or is lost?
If the passport was the document you used to travel abroad for your studies, you are still expected to provide a photocopy.
Where the passport is lost, you will need to provide:
A police report
A court affidavit
A photocopy of the passport, where available
These documents are required before the verification can be completed.
5. Residence Permit or Visa
You should provide a copy of the residence permit or visa page from the country where you obtained your qualification.
The visa should be properly stamped, and the dates should correspond with the period you were studying abroad.
If there is a significant mismatch between your study period and the dates shown on your visa or residence documents, your documents may be rejected during verification.
6. Evaluation Letter
The evaluation letter from the Federal Ministry of Education is required to confirm the accreditation and equivalency of your foreign qualification.
Some foreign-trained graduates assume that evaluation is only relevant to people who studied in African countries. It is safer not to make that assumption.
Foreign graduates have been sent back during physical verification because they did not have the required evaluation documentation.
If you studied abroad, make sure you understand the evaluation requirement before heading for verification.
NYSC Physical Verification for Foreign Graduates
Physical verification is an important part of the NYSC process for foreign-trained graduates.
It takes place after online registration and before orientation camp.
The main purpose is to authenticate the documents submitted during registration and confirm that the graduate genuinely obtained the qualification being presented.
NYSC officials may examine your:
Degree certificate
Academic transcript
O’Level result
International passport
Residence permit or visa
Evaluation letter
Other supporting documents
The exercise is also designed to help prevent fraudulent claims and ensure that only genuine foreign-trained graduates are mobilized.
Can Foreign Graduates Be Asked to Write During Verification?
Yes.
During physical verification, foreign-trained graduates may be asked to demonstrate knowledge through activities such as reading a book or writing a short essay.
The purpose is to help officials establish that the person presenting the certificate genuinely went through the academic programme.
You should therefore take the verification exercise seriously and arrive prepared with your complete original documents.
Any discrepancy or missing document can lead to delays or being sent back for further action.
Common Problems Foreign-Trained Graduates Face
Even when you have completed your registration, some issues may still arise.
Here are some of the common ones to watch out for.
1. You Cannot Complete Registration From Abroad
Having an online registration portal does not mean you can complete the entire NYSC process from outside Nigeria.
Foreign-trained graduates must be physically present in Nigeria because biometric capturing is required at accredited cybercafés within the country.
So, if you are still abroad, plan accordingly before your registration period begins.
2. You May Be Asked to Write an Essay
The verification process can include an essay or other simple assessment.
A similar exercise may also take place during registration at the orientation camp.
NYSC uses this as part of its efforts to identify people who may have obtained certificates through questionable or illegal means.
For a genuine graduate, the exercise should not be something to fear. Simply follow the instructions given by the officials.
3. Extra Scrutiny for Some West African Institutions
Foreign-trained graduates from some West African institutions may experience particularly detailed scrutiny during verification.
Officials may pay close attention to certificates, transcripts and other supporting documents.
This is connected to past cases of certificate racketeering involving some institutions in the region.
As a result, even seemingly minor inconsistencies can attract additional attention and may result in the graduate being sent back for further clarification.
4. Your School Is Not Listed on the NYSC Portal
Some foreign graduates discover that their institution does not appear among the schools available during online registration.
This can be confusing, particularly if you already have an evaluation letter.
In such situations, the issue may be resolved during the physical verification exercise at the ICT centre, where officials can examine your documents and update the necessary details if everything is in order.
5. “Yet to Complete Online Evaluation” Appears on Your Dashboard
Another issue foreign-trained graduates may encounter is the message:
“Yet to complete online evaluation.”
One common reason is that the evaluation letter was not uploaded during registration.
If you have already uploaded the letter, don’t immediately assume that something is wrong. The message may clear after some time as the system processes the information.
However, if the message is still showing when you get to the physical verification stage, report it to the officials so it can be addressed.
Practical Tips for Foreign-Trained NYSC Graduates
A little preparation can make your NYSC registration and verification much easier. Keep these points in mind:
Upload clear copies of your original documents and ensure your name is consistent across all certificates.
Make sure your SSCE result meets the stated requirement.
Take all original documents to your physical verification.
Carefully note your verification centre, venue and date.
After successful verification, print your clearance slip and take it to camp.
Documents not written in English must be translated at the embassy of the country where you studied.
Use a Nigerian phone number during online registration.
